Following DME MAC and Pricing, Data Analysis, and Coding (PDAC) bulletins on May 22, the National Coalition for Assistive & Rehab Technology (NCART) issued a reminder on June 3 on coding for wheelchair transportation securement systems, components, and accessories, along with a warning about coding for securement systems mounted on motor vehicles.
The NCART update included photos of securement bracket examples as they appear on power and manual wheelchairs.
“A wheelchair transportation securement system, HCPCS code E1022, refers to all components and accessories mounted on a wheelchair (e.g., securement point brackets) needed to secure the wheelchair into or on a vehicle while it is being transported,” NCART said. “A wheelchair transit securement system, HCPCS code E1023, refers to all components and accessories mounted on a wheelchair (e.g., wheelchair-anchored pelvic/lap belt) needed to secure the beneficiary into a wheelchair during transit).”
NCART pointed out that the E1022 and E1023 codes “do not apply to any transportation/transit securement systems mounted in or on the moving vehicle to either secure the wheelchair or the wheelchair and beneficiary in a moving vehicle.”
“CMS [Centers for Medicare & Medicaid Services] determined there was a claims processing need on behalf of Medicare to help reduce the manual adjudication process by the DME MACs for existing HCPCS Level Il code K0108 (Wheelchair component or accessory, not otherwise specified) when billing for wheelchair tiedowns and occupant restraint systems,” CGS Administrators, the Jurisdiction B and C DME MAC, said in its bulletin.
“Suppliers must not bill the K0108 miscellaneous code for devices mounted to the exterior of a motor vehicle, locking systems placed in a motor vehicle, or any securement system(s) mounted to the floor and/or side wall of a motor vehicle to stabilize a wheelchair or wheelchair and rider during transport,” the DME MAC added. “The correct code for billing these items is A9270, Noncovered item or service.”
The effective dates of service for the E1022 and E1023 codes were April 1, 2025.
